But the only Code that I know that it is for a FACT linked to possibly having a Record or Data Entry into their Drivers License are the DL's starting with the letter X. The X may, or may not, be related to a Criminal Record. Sometimes the X is issued to people who are caught doing petty crimes and or citation(s) and do not have either a CA ID and or Drivers License. Law Enforcement can't just say, 'Oh, you committed this crime/offense but since you don't have an ID or DL we're just going to let you go.' , unless they are lazy, LOL.
